To my knowledge (and I admit that's limited), the only manufacturing that USPC did in Canada was through the "International Playing Card Company," which is now pretty much just the marketing arm of USPC in Canada. As I'm sure you know, Consolidated Dougherty was created when USPC bought both A. Dougherty and New York Consolidated, then after a number of years combined the two into a single, wholly-owned subsidiary. In the mid-1960s, the company was disbanded and the brands were absorbed into USPC's line. I don't think C-D did any printing outside of the US, and at that, their print work was all done at USPC's factories - they used to have more than one, but eventually all operations were consolidated into the Cincinnati plant, which is now the Erlanger plant.
