I'm going with the Rebels. I thought I'd get into the weird-looking pips on the Sultan Republic, but the fact that their dark red is nearly the same shade as the black makes it a little tougher to use. Plus it was perhaps the third deck in a row that used the same font in the indices, Artifice and LTD being the first two. In fact, fix the pip colors and make the pips standard, and you've got the faces of a pack of LTDs right there.
The Rebels have a bit less chrome, creating more contrasts, as well as a matte-finish box. The seal more closely resembled a tax stamp, and the Capitol building on the back reminded me of Congress and Senate brands from the old days before I was born. It's a little odd that they didn't include the actual name of the deck anywhere on the tuck box except for the image of the card back, but it actually works.
In short, Rebels look old-school while Sultan Republic looks faux-school...
