The cards inside are really not much different than what you get in the US - they're Bee playing cards made in Erlanger (or Cincinnati, if you get older stock). The gold bordered boxes are simply to signify that they're for international sale. The ones with French and English text on them are specifically for sale in Canada. The English-only boxes are for elsewhere. I've also seen ones for sale in China that have special hologram-etched cellophane as an anti-counterfeiting measure to prove they're the genuine article.
You might find them at a foreign card shop - try Magic Castle Singapore. I've gone to them for Asia-only decks that I couldn't find in the US and their pricing with shipping to the US is pretty reasonable. Canadian stores will likely sell you the Canadian ones - try Amazon:

But one seller claims to be selling gold-bordered boxes imported from Japan. The exchange rate makes them reasonable for US buyer - it's not as good as it was earlier this year, but it's still US$1.00=C$1.32, so you'd pay roughly three-quarters of the listed price in US dollars plus international shipping across the border (albeit cheaper than shipping overseas or to another continent).
