Where do you go to ask members for surplus decks they may have? I need a few decks to finish certain creators lines. Also where should I have posted this?

You cab go to the  The Pasteboard Bazaar - Sales, Trades & In Search Of (STISO) and post what you like you find.

please remember to read some of the rules before hand though.  :)

I've moved the topic for you to the Pasteboard Bazaar.  This is where people buy, sell and trade decks that are "modern," loosely defined as not more than 20 years old.

Decks older than that are traded on the "Aces and Eights" board.  Both boards are known as STISO boards, which stands for "Sales, Trades and In Search Of."  Just read the board rules before making any more posts here - as a 52 Plus Joker member, it's your only requirement before posting.

Good luck in your quest.  Also bear in mind, there are a few excellent shops you can check out online if you're searching for specific decks and no one here has extras to trade with you.  One in particular I've used in the past with much success is "pokerstud52" at eBay.  If you contact him via email or his member account here (same screen name) rather than buying through eBay, he'll usually give you a discount because you're saving him the eBay fees.  There's plenty of other retailers that carry collectible decks - I'm sure there's a topic or two on the subject around here if you search for them, but if they're too old to be current, make a new one!

Seems there's some constraints on posting in this section... already violated once

If I remember, the restriction is on people posting new topics if they haven't met prerequisites.  The person who started the topic is a 52+J member - it exempts him from most of the prerequisites.
